Texto preparado para o Seminário Internacional sobre Modelos Avaliativos (SEE/SP, FCC, apoio Banco Mundial). A larga experiência do autor permite-lhe traçar um quadro bastante realista do sistema educacional da Inglaterra, após a aprovação do Educational Reform Act, em 1988.
