Description of reading competence in elementary education

The present study proposes to develop learning objectives for reading, based on the analysis of descriptor sentences having items from external assessments in the Portuguese language. The main theoretical framework was Bloom’s Revised Taxonomy, associated with the Programme for International Student Assessment 2018 conceptual framework of reading literacy. 1,813 descriptor sentences were used, obtained mainly from the Basic Education Evaluation System, to develop a more precise set of objectives of the terms in the statements that indicate what students are expected to learn. As a result, a set of 84 learning objectives for reading was produced, which can be considered a representative summary of the area of reading assessment, with potential for application in instruction or assessment.
