Theory of Change and public policies: An integrative review

In order to investigate the use of the Theory of Change tool, this article collected data from the EbscoHost and Web of Science platforms. The results show a large number of studies on health and in the European continent. The results were diverse as far as definition, objective, construction, components, functions, advantages and limitations of using the tool. The best practices involve stakeholder participation, testing the Theory of Change, temporal division of results, causal links supported by evidence and the development of indicators. It is recommended that the tool is periodically updated since it is comprehensive and useful for assuring quality in the monitoring and evaluation of interventions.
