Abstract

A questão da introdução do ensino pago no sistema univertário público voltou a ser intensamente discutida na imprensa no primeiro semestre de 1991, especialmente após a declaração do ex-presidente do Banco Central, Ibrahim Eris, de que ensino gratuito "é um subsídio para o rico" (Dimenstein, 1990). A Constituição de 1988. Artigo 206 eliminou a possibilidade de cobrança da anuidade em qualquer nível do ensino público. Alterando a anterior, que prescrevia: o ensino público será igualmente gratuito para quantos no nível médio e no superior, demonstrarem efetivo aproveitamento e provarem faltas ou insuficiência de recursos.
