Abstract

O texto trata do Plano de Metas Compromisso Todos pela Educação e de seu principal instrumento, o Plano de Ações Articuladas, focando concepções e práticas vigentes nas relações entre União e municípios. Essas relações são caracterizadas e discutidas tendo em conta a cooperação federativa na educação, o regime de colaboração entre os sistemas de ensino e a assistência técnica e financeira da União na educação básica. Articulações entre União e municípios, no âmbito da política, são compreendidas com base na noção de regulação da ação pública e distinguidas como parte de processos instituintes de uma nova regulação na ação pública.
