Abstract

São discutidas as relações entre o crescimento da clientela escolar e a abertura de oportunidades educacionais para todos, colocando-se o problema da definição de prioridades em relação ao ensino de 1º grau, onde estão situadas as maiores desigualdades do sistema de ensino.
