Abstract

No Nordeste do Brasil existe uma articulação contraditória entre política educacional "planejada", de caráter eminentemente tecnocrático e política educacional clientelista, baseada nos compromissos políticos entre o poder central e o poder local. Essa relação pode ser apreendida tanto através de análise dos mecanismos utilizados para alocação de recursos financeiros para os estados da federação como na implantação e na organização de órgãos descentralizados das secretarias de educação (NURES, DERES, etc.) e, sobretudo, nos processos de contratação de pessoal técnico-pedagógico.
