O debate que se trava nos anos 50 sobre a municipalização do ensino primário, e conta com Anísio Teixeira como o seu principal defensor, tem como pano de fundo as condições objetivas criadas pela descentralização decorrente da Constituição de 1946 que, propugnado a autonomia dos municípios, chega a designar-lhes o maior montante de recursos até então a eles atribuídos. Inspirado no federalismo norte-americano, esse autor pleiteia a implantação do ensino fundamental de regime único: o municipal, tendo como pressuposto uma real transferência de poderes e recursos à instância local (Paiva e Paiva, 1986).Downloads
